Planning & Zoning Director Ben Vyverberg presented the request of Manny Rafida of Palatine Pizza & Pasta Inc., for the transfer of an existing Special Use permit to continue operation of a restaurant at 383 W. Northwest Highway. The Petitioner will operate Portofino’s Woodfire Pizza & Pasta. Staff recommends approval.

1.Consider an Ordinance Granting a Special Use Amendment to Permit Limited Outdoor Events at 773 N. Quentin Road - Approved by Voice Vote (Council District: One)

Planning & Zoning Director Ben Vyverberg presented the request of Chicago Culinary Kitchen, for an Amendment to Special Ordinance (#O-055-16) to permit a business plan modification to allow up to 12 outdoor 4-hour (concluding by 9 PM) events per year, on Friday evenings, Saturday afternoon/evenings, and Sunday afternoons between May and November (with an average 2 events per month). Events would consist of outdoor cooking and seating, with food and beverage service held on the eastern half of the parking lot closest to the 773 N. Quentin tenant space, with an associated truck/table to be used for staging and serving, in conjunction with the business. If approved, the petitioners will comply with the Environmental Health Department. Amplified sound and music may be used during these events. The shopping center owner submitted a letter of approval. Staff recommends approval of the Special Use Amendment to Ordinance #O-055- 16 to permit up to 12 outdoors events per year at 773 N. Quentin Road.

Councilman Millar asked for assurance to avoid parking conflict with the neighboring dance facility.

Councilman Kozlowski stated that a tent larger than 11' x 11' would require approval.

Petitioners Christina Gaardbo and Greg Gaardbo stated that the only conflict with the Zumba Dance Studio would be Friday from 6-7 p.m. The tent was required by the Environmental Health Department for a prep table. Tickets will be sold online.

1. Consider a Motion Approving the Halloween Hustle 5K and Kids Dash on Saturday, October 27, 2018 - Approved by Roll Call (Council District: Six)

Village Manager Reid Ottesen presented Adrenaline Sports Management's proposed Halloween Hustle 5K & Kids Dash in downtown Palatine, sponsored by Father’s Helping Fathers Inc. The Petitioner is requesting a waiver of the Village’s sound amplification ordinance to allow announcements and music played through a speaker system from 7:30 a.m. to 10:30 a.m. The same event was approved in 2017; however, amplified sound began at 6:45 AM (was approved for 8 AM), generating numerous complaints and resulting in police response. The Palatine Police will work with event organizers to determine staffing and conduct traffic control with the event sponsors being responsible for services provided as part of this event. Staff recommends approval of the event, but with no sound amplification due to previous complaints.

Aaron Del Mar, petitioner, 1165 N. Lakeside Drive, stated this event has grown to about 1,100 people. Some people became overzealous last year. Del Mar stated he will work to do it according to Village requirements.

Councilman Kozlowski stated that this will be the determining year. Del Mar stated that seasoned professionals will be here to manage the crowd and the sound equipment.

Del Mar stated that the participants support local businesses in Palatine. Start time will be up to staff.

Ottesen stated that staff including Police will work with Del Mar on start time.

Councilman Helms stated that the volume has been too loud in past years, noticeable throughout the Village, not just on the route.

Mayor Schwantz stated we want compliance or future events will be in jeopardy.

1. Consider a Resolution Approving the Submittal of the Invest in Cook Grant Application - Adopted by Voice Vote

Public Works Director Matt Barry explained the Village received a $200,000 grant from the Federal Highway Authority to fund a Phase 1 Engineering study to widen Palatine Road from Smith Street to Quentin Road. The study is scheduled to commence upon the Illinois Department of Transportation (IDOT) concurring with the contract as prepared after the Village selected an engineer and negotiated a contract to perform the work. The project will also seek to include a multi-use shared path from Quentin Road to Smith Street, providing full pedestrian/bicycle connectivity from Quentin Road to downtown Palatine. The project will seek to widen Palatine Road at the intersection of Quentin Road which is under the jurisdiction of the Cook County Department of Transportation and Highways, and is classified as a Principal Arterial. Cook County has called for projects intended to positively impact transportation in the region, and in order to apply for this grant, the County requires a resolution be passed by the Village indicating the approval of the grant submission. Staff recommends approval of the resolution for the submittal of the Invest in Cook Grant Application.

2. 4313 : Water Main Replacement Design - Approved by Voice Vote (Council District: Three)

Public Works Director Matt Barry explained the Village's annual water main replacement to address locations experiencing high volume of breaks. The Master Water System Improvement Program has increased to almost $1,000,000 annually. The increased volume has exceeded in-house staff capacity and consulting engineering is now recommended. The water mains on Pepper Tree Drive, from Garden to Thackery, Del Mar Drive, from Garden to Pepper Tree Drive, and Cyprus Court have experienced a high number of breaks. Replacement of these facilities are in the 2018 Capital Improvement Plan. Engineering services are recommended to prepare for the installation of a replacement water main which will include site surveying, development of plans, and preparation of the specification for bidding purposes. Staff recommends the Village Manager be authorized to execute the proposal from Robinson Engineering of Itasca, Illinois for design engineering services for the Pepper Tree Drive, Del Mar Drive, and Cyprus Court water main in the amount of $68,152.

3. Consider a Motion Authorizing the Village Manager to Execute Amendment One for the Rand Road Water Main Design - Approved by Voice Vote (Council District: Three)

Public Works Director Matt Barry explained in 2017, the Village hired Baxter and Woodman to design a water main extension which would allow for revised pressure zones for the Village’s water system. The 2010 Water System Master Plan adopted by the Village Council recommended switching the area north of Dundee Road and west of Old Hicks Road from the East Zone to the Central Zone. Near Hicks and Dundee Roads the Village presently has an elevated water storage tank that provides limited functionality and only 1% of the Village’s total storage volume. Maintenance costs exceed value of this tank within the system as a whole and the Water System Master Plan recommends the removal of this tank in the future. Revision of the pressure zone boundaries would improve fire flows and keep normal operating pressures in the areas north of Dundee Road above 35 psi, even when elevated storage tank levels are low and after the Hicks/Dundee elevated storage tank is removed. Additional work is being requested on Old Hicks, Rand, and Rohlwing Roads to allow for the full pressure zone conversion to be designed as one final project. The proposed amended scope includes additional survey work, additional water main design in various locations, and additional traffic control plans to accommodate the necessary work. Staff recommends that the Village Manager be authorized to execute Amendment #1 for the Rand Road Water Main Design with Baxter & Woodman not-to-exceed the amount of $54,202.
