A. Report of the Committee-of-the-Whole Meeting of November 13, 2017

Arlington Heights Memorial Library Budget Review

Trustee Scaletta moved, seconded by Trustee LaBedz, that the Committee-of-the-Whole recommend to the Board of Trustees that the Board authorize staff to transfer $2 million from the General Fund and to request a transfer of $300,000 from the Arlington Heights Memorial Library to the Health Insurance Fund during 2017, to stabilize that self-insurance fund's reserves. The motion passed unanimously.

B. Report of the Committee-of-the-Whole Meeting of November 15, 2017

Final Recommendation of Committee-of-the-Whole to Board of Trustees for the 2017 Property Tax Levy payable in 2018

Trustee Scaletta moved, seconded by Trustee Sidor that the Committee-of-the-Whole recommend to the Village Board to authorize staff to prepare the Village's and the Arlington Heights Memorial Library's 2017 Tax Levy Ordinance reflecting an estimated total tax levy of $49,465,192 or a 2.61% increase over the 2016 extended tax levy for the Village and Library portion of the levy. The motion passed unanimously.

C. Report of the Committee-of-the-Whole Meeting of November 15, 2017

Final Recommendation of Committee-of-the-Whole to Board of Trustees for the 2018 Budget

Trustee LaBedz moved, seconded by Trustee Blackwood that the Committee-of-the-Whole recommend to the Board of Trustees that the Board approve the proposed 2018 Budget as amended through the review process. The motion passed unanimously.

X. CONSENT AGENDA

This Agenda consists of proposals and recommendations that, in the opinion of the Village Manager, will be acceptable to all members of the Board of Trustees. The purpose of this Agenda is to save time by taking only one roll call vote instead of separate votes on each item. Consideration of this Consent Agenda will be governed by the following rules and procedures prior to roll call vote:

1. Any Trustee who wishes to vote "no" or "pass" on any Consent Agenda items should so indicate.

2. Upon the request of any one Trustee, any item will be removed from the Consent Agenda and considered separately after adoption of the Consent Agenda.

3. Citizens in the audience may ask to remove any item on this Consent Agenda.

4. One roll call vote will be taken and will cover all remaining Consent Agenda items.
