Glencoe School District 35 Board met April 6.

President Gary Ruben called the Regular Meeting of the Glencoe Board of Education to order at
7:00 p.m. on Thursday, April 6, 2017, in Young Auditorium at Central School, Glencoe, Illinois.
Roll Call
Present: Mrs. Ackerman, Mr. Chez, Mrs. Estes, Dr. Glucksman, Mrs. Hahn, and Mr. Ruben
Absent: Mr. Bailey
Approval of Minutes
Dr. Glucksman made a motion to approve the minutes from the Regular and Closed session meetings
of March 2, 2017. Mr. Chez seconded the motion.

There were no comments during the first opportunity for public comment.
Art in our Schools
The District art teachers, Ms. Sarah Forsythe, Mrs. Natalie Shadel, and Mrs. Heather Bauer, presented
information regarding art education in our schools. Mrs. Bauer shared an update on the artist
statements which are being shared via the Artsonia online gallery. Examples of student work and
reflection were shared to celebrate the process. Mrs. Shadel shared highlights of the science
integration with examples of the 3rd grade Herb Monster clay project and the 4th grade unit oversized
plant drawings based on the work of Mona Caron. Ms. Forsythe and Mrs. Eidelman, CLC Director,
provided a video highlighting the curricular integration of art, science, and innovation with sound as
evidenced by a collaborative effort with first grade. The teachers shared appreciation for the support
of art education in our schools
Sustainability Task Force Update
Mr. Hall Healy and Mr. Adam Hall joined Mrs. Jean Hahn as representatives from the Village of Glencoe
Sustainability Task Force. Mr. Healy presented the purpose of the task force:
● Recommend responsible initiatives
● Promote conservation
● Encourage environmentally, financially viable practices
● Serve as advisory resource
Mr. Healy shared the 2017 priorities for the Sustainability Task Force as:
1. Building public awareness
2. Transportation
3. Recycling and yard waste
4. Construction material waste management
5. Partnership with Glencoe Businesses
6. Codes and ordinances
7. Ravines
Safe Routes to School and Parks Assessment
Dr. Wang reported on recent collaborative meetings with the Village Sustainability Task Force. In
support of the initiatives it was recommended the Board of Education support the $6900 portion of
the Active Transportation plan which would develop a Safe Routes to Schools report. This option
would consider traffic patterns at each school and document safe routes to/from school based on the
surrounding roads and crosswalk options.
Kasarda Demographic Report
Dr. Wang shared highlights of the 2016 Kasarda Demographic report which was completed with the
New Trier Township. Dr. Kasarda reviewed fertility rates, housing turnover, and in-migration of families
with preschool and school age children. Series A, B, and C ten-year projections were shared.
Board Meeting Schedule for 2017-2018
Dr. Wang reported the administrative team reviewed calendar options and considered the most
consistent schedule for the 2017-2018 year. The recommended option is to continue with a Thursday
meeting schedule. A new date will be selected for the July/August option. The Board will officially
approve the 2017-2018 calendar at the May 1st Board of Education meeting.
Freedom of Information Act Request
Dr. Wang reported one Freedom of Information Act request was received and then withdrawn on
April 5, 2017.
Monthly Financial Summary - February 2017
Mr. Edelheit identified the February 2017 revenues as $4,777,311 and the February 2017 expenditures
as $1,780,564. Mr. Edelheit reported a February End Fund Balance of $33,145,191. He indicated the
increase in revenue reflected the spring tax collection impact.
Approval of Payment Of Bills – April 2017
Mrs. Estes made a motion to authorize payment of the April 2017 bill list. Mr. Chez seconded the
motion.

Approval of Personnel Report - April 2017
Mrs. Hahn made a motion to approve the April 2017 Personnel Report. Mrs. Ackerman seconded the
motion. Included in the Personnel Report was the approval of a retirement contract for Dr. David
Rongey, Principal of West School, for June 30, 2021.

Approval of Board Policy Revisions
Dr. Glucksman made a motion to approve the board policy revisions. Mrs. Hahn seconded the
motion.

The Board approved the following policy revisions to ensure the policy manual remains current with
changes in legislation and current practice in District 35:

Approval of Inclusivity Pledge
Mrs. Hahn made a motion to approve the Inclusivity pledge. Dr. Glucksman seconded the motion.

As shared with the Board on March 17th, the Village of Glencoe recently approved a resolution to
support a Welcoming and Inclusivity Pledge. As District 35 supports students and families to show
care and concern for all, the pledge mirrors the intentional efforts in the schools. Village President, Mr.
Larry Levin, shared comments on the pledge and support for District 35’s partnership to embrace the
message. The Board proudly approved the resolution and signed the pledge at our Board of Education
meeting.
Glencoe’s Welcoming and Inclusivity Pledge
I pledge to stand against hate and discrimination and affirm that Glencoe should be and is a welcoming
community for all. I am proud of Glencoe's diversity and that of our entire region. I recognize that at every
level of American society, people of all backgrounds contribute to our democracy, culture and economy. We
must advance the fundamental rights and principles upon which the United States was founded,
establishing the equality and dignity of all people regardless of their background.
I condemn any verbal or non-verbal attacks, harassment, or intimidation based on race, ethnicity, color,
immigration or refugee status, religion or creed, gender or sexual orientation, age, mental or physical
disability, veteran status, or other social identities, as well as discourse that disrespects or degrades people's
identities, needs, and beliefs. From our schools to our neighborhoods and our government buildings, Glencoe
must be a place that respects our differences and believes that diverse perspectives create better outcomes.
The pledge document will remain in the Board of Education office for all to sign. In addition,
community members may sign the pledge online at the Village of Glencoe website.
Approval of Collective Bargaining Agreement
Mr. Chez made a motion to approve the Collective Bargaining Agreement. Dr. Glucksman seconded
the motion.

On March 21, 2017, the Glencoe Education Association (GEA) ratified the Collective Bargaining
Agreement (CBA) tentatively agreed upon with the Board of Education. The CBA will cover school
years 2016-2017 through 2021-2022. The Board of Education and the Glencoe Education Association
are pleased to continue with a long-standing tradition of collaboration and positive working
relationships across District 35. The approval reflects the shared commitment to the students, staff
members, and the Glencoe community.
Public Comments
During the second opportunity for public comments Mr. Ruben shared special thanks with Mr. Eddie
Chez and Dr. Marc Glucksman for their dedication and years of service on the Glencoe Board of
Education. Both have shared a commitment to thoughtful review of information while maintaining a
focus on decisions which are in the best interest of our children. Dr. Glucksman shared thanks for the
opportunity to address needs and challenges over the last five years. Mr. Chez expressed appreciation
to the staff, administration and Board of Education for the opportunity to work together over the last
24 years.
Adjournment to Closed Session
Mr. Chez made a motion to adjourn the regular meeting to closed session. Dr. Glucksman seconded
the motion.

The meeting was adjourned to closed session for the purpose of discussing matters related to the
appointment, employment, compensation, discipline, performance, or dismissal of specific
employees of the school district, 5 ILCS 120/2(c)(1) at 8:00 p.m.

Mr. Chez made a motion to return to open session. Dr. Glucksman seconded the motion.

Approval of Administrator Contracts
Mrs. Hahn made a motion to approve the renewal of specific administrator contracts for five years
with a 4% annual increase. Mrs. Ackerman seconded the motion.

Approval of Retirement Contracts
Mr. Chez made a motion to approve the retirement contracts for two teachers and authorized Dr.
Wang to proceed with the agreement allowing the District to incur the penalty not to exceed $5000
per individual. Dr. Glucksman seconded the motion.
