North Shore House Reps. Fine and Gabel back Chicago Public Schools bailout

State Representatives Laura Fine (D-Glenview) and Robyn Gabel (D-Evanston) joined 28 members of Chicago’s Springfield delegation in support of a state taxpayer bailout of Chicago’s Public Schools (CPS).

The bailout measure, which was part of a $40 billion proposed state budget that passed the Illinois House of Representatives 63-53, would increase north suburban taxpayer subsidies to CPS, which already rank among the highest in the state.

The spending plan would give CPS a total of approximately $8,600 in per-pupil subsidies. Today it receives $7,651, 51 percent of CPS total budget of $15,120 per-pupil.

In contrast, similarly spending West Northfield District 31 spends $15,152 per pupil, $985 of which (6 percent) comes from non-local sources. Skokie District 73-5 spends $15,000 and gets $1,530 (10 percent); Fairview District 72 spends $15,815 and receives $1,265 per-pupil (8 percent).

Evanston CCSD 65 ($14,471 total per pupil/$2,460 subsidy), Golf District 67 ($13,159/$1,040), East Prairie District 73 ($12,816/$1,474), Glenview CCSD 34 ($12,647/$1,530) and Morton Grove District 70 ($12,919/$1,214) all spend considerably less than CPS.

Fine represents parts of Glenview, Wilmette, Golf, Morton Grove, Northbrook, Skokie, and Evanston. Gabel represents Evanston, Winnetka, Northfield and Northbrook.

House Speaker Michael Madigan (D-Chicago) crafted the $40 billion budget, which has state government spending $7 billion more next year than its projected revenues, approximately $33 billion. It proposed raising personal income taxes and borrowing to bridge the deficit.
