Wheeling Firefighters Pension Fund places 345th for underfunding, with 69% of benefits covered in FY 2024

The Wheeling Firefighters Pension Fund ranked 345th in Illinois’ list of most underfunded police and fire pension plans for 2024, data from the Illinois Department of Insurance (IDOI) shows.

Operating under a Village or Township pension setup in Illinois, the fund reported total pension liabilities of $95,403,482 and reported an actuarial funding value of $65,816,642.

That puts its funding ratio at 69%, showing the fund was short by 31.0% of the actuarial assets necessary to fully meet its promised retirement benefits.

This gap resulted in the system having an unfunded liability estimated at $29,586,840.

The Illinois Department of Insurance gathers and publishes information on local police and fire pensions, which are supported by financial backing from local residents.

As of 2024, Illinois featured 300 fire and 363 police pension funds. Some municipalities support both types, while others oversee just one.

In 2024, 64 municipalities reported no police or fire pension debt and were not included in the rankings.

Pension commitments for police and fire employees—frequently referred to as “pension benefits”—serve as deferred compensation. While municipal officials promise these retirement benefits for first responders, funding often falls short if employee or taxpayer contributions are not sufficient. These shortfalls increase pension debt at the municipal level, creating future financial obligations for local residents. Municipalities continue to fund these pensions with annual contributions, mostly sourced from property taxes, as reported by the IDOI.

Across Illinois, police and fire pensions saw a statewide average funding ratio of 65.1% for 2024, which underscores wide gaps in coverage among local retirement plans for public safety.

The Illinois pension plan with the lowest percentage of funding was the Glencoe Firefighters Pension Fund, with only 0.9% coverage.

By contrast, the Savoy Firefighters Pension Fund ranked highest in the state, with a funding ratio of 797.7% and an actuarial value of $149,803, far higher than its overall liabilities.

Statewide pension debt in Illinois rose by $1.5 billion during 2024, climbing to $143.7 billion, according to a report by the Commission on Government Forecasting and Accountability. It marked a third straight year of growth, keeping the total just under the 20-year high of $144.2 billion reported in 2020.

An analysis from the State Department of Insurance Public Pension Division found Illinois’ downstate and suburban systems had $12.1 billion in unfunded actuarial liabilities as of 2024, corresponding to a combined funding ratio of 49.18%. In other words, over half of the funds required for promised benefits were lacking.

A 2024 study by the Equable Institute reported that Illinois dedicated nearly 20% of its GDP to unfunded pension obligations, the largest proportion in any state.

The Illinois Policy Institute, a nonpartisan think tank, stated that this trend is leading to a rising tax burden statewide. The group reported that taxpayer support for the state’s pension systems climbed from $614 million in fiscal 1996 to $11.2 billion in fiscal 2025.
