Chairperson Horcher called the meeting to order at 6:30 PM.

A. Approval of Minutes for the Special Meeting of September 15, 2025

Chairperson Horcher asked for a motion to approve the minutes as presented.

Motion by Mary Papantos, seconded by Dave Vogel.

5. Citizen Concerns & Comments

Municipal Code 2.03.060(b) Subjects of Orders of Business. Citizen Concerns and Comments. Members of the public may address the committee with comments regarding only those items that are relevant to village business. Issues relevant to Village business are defined to mean information about Village events; issues that the public body has the authority to address; items listed on the agenda; and items or issues previously voted on by the Village Board or that the Village Board has the authority to consider or vote on in the future. No citizen shall speak for more than five minutes without consent of the committee. The village president shall strictly restrain comments and questions to matters that are relevant to village business and shall not permit repetitious comments or arguments. Members of the general public who wish to address the board must sign the request to speak form prior to the commencement of the public meeting.

A. Motion to Declare the Class B-V and Class D-4 Liquor Licenses Held by Moe’s Café, Inc. at 31–33 North Elmhurst Road to Be Forfeited and Lapsed

Manager Sfondilis mentioned that the business has been closed for over sixty (60) days, so the license must be removed from the register.

Chairperson Horcher asked for a motion to approve.

Motion by Mary Papantos, seconded by Ray Lang.

B. Consideration of a Request for a Class N-V Liquor License from Bonnie’s Gaming, Corp. d/b/a Bonnie’s, a Proposed Video Gaming Café at 31–33 North Elmhurst Road

Manager Sfondilis introduced the item and read the following conditions for approval:

• payment of all applicable fees,

• submittal of a certificate of liquor liability insurance,

• submittal of BASSET certificates for all applicable employees,

• satisfactory background check results,

• passage of an ordinance by the Board of Trustees granting applicable special use approval (which staff has placed on the Village Board’s December 1 new business agenda), and

• passage of an ordinance by the Board of Trustees authorizing the creation of a new Class N-V liquor license (which staff has placed on the Village Board’s December 1 consent agenda).

Petitioner Bonnie Singer was present and answered questions from the Commission.

President Horcher asked for a motion to approve with conditions.

Motion by Ray Lang, seconded by Mary Krueger.
