The Streamwood Firefighters Pension Fund placed 462nd on the list of Illinois’ least funded police and fire pension systems in 2024, based on information from the Illinois Department of Insurance (IDOI).
Operating within Illinois’ Village or Township pension system framework, the fund reported a total pension liability of $69,702,835 and an actuarial funding value of $54,808,219.
This produced a funding ratio of 78.6%, showing the fund was missing 21.4% of actuarial assets needed for its pledged retirement benefits.
The gap between assets and obligations brought the system’s unfunded liability to about $14,894,616.
The Illinois Department of Insurance gathers and releases data on local police and fire pension plans. These systems are supported financially by the residents of each municipality.
As of 2024, Illinois was home to 300 fire and 363 police pension funds, with some municipalities supporting both, and others funding only one.Some municipalities carry no unfunded pension obligations. In 2024, 64 municipalities had no outstanding police or fire pension liabilities and were not included in the rankings.
Police and fire pension obligations—often called “pension benefits”—serve as deferred compensation. Municipal officials agree to retirement payouts for public safety workers, but these commitments sometimes lack sufficient financial backing from employees or taxpayers. When this gap occurs, municipal pension debt grows, shifting the fiscal responsibility to future taxpayers. To keep these systems solvent, annual contributions—mainly funded by property tax revenue—are required, as reflected in data from the IDOI.
In 2024, the average funding ratio for Illinois police and fire pension funds was 65.1%, underscoring broad funding gaps among local retirement plans for public safety workers.
The Glencoe Firefighters Pension Fund reported the lowest funding ratio in Illinois, at just 0.9%.
Savoy Firefighters Pension Fund had the highest funding ratio, at 797.7%, and an actuarial funding value of $149,803, greatly surpassing its obligations.
Illinois’ total pension debt grew by $1.5 billion in 2024, reaching $143.7 billion, according to the Commission on Government Forecasting and Accountability. This marked the third year in a row of increases and brought the debt just under its 20-year high of $144.2 billion set in 2020.
Illinois’ suburban and downstate pension funds had $12.1 billion in unfunded actuarial liabilities in 2024, with a combined funding ratio of 49.18%, according to a report from the State Department of Insurance Public Pension Division. This means the funds possessed less than half the assets needed for promised pension payments.
In 2024, Illinois led all states in the portion of GDP tied to unfunded pension liabilities, approaching 20%, as indicated in research from the Equable Institute.
The Illinois Policy Institute, a nonpartisan research group, said this trend is increasing the tax burden for residents. According to the organization, taxpayer contributions to state pension systems climbed from $614 million in fiscal year 1996 to $11.2 billion in fiscal year 2025.
