Federal immigration enforcement officials were seen in Skokie and nearby areas on October 31, according to a statement from the Village of Skokie. Local authorities reported that federal agencies did not provide advance notice or details about their activities to either the Village administration or the Skokie Police Department.
In line with the Illinois TRUST Act, the Skokie Police Department does not participate in immigration enforcement or investigations. The Village emphasized its commitment to protecting residents' rights regardless of citizenship or immigration status, as reflected in the Skokie Village Code. This includes limiting access to municipal facilities for purposes related to immigration enforcement.
"This is a highly distressing and uncertain time for many members of our community. You're encouraged to check on your neighbors who may be especially vulnerable or fearful, remain calm, and be aware of your legal rights and available resources. View the Village's Protecting Your Rights page for resources and information," the Village stated.
Residents witnessing an immigration emergency or Immigration and Customs Enforcement (ICE) activity are encouraged to call the Illinois Coalition for Immigrant and Refugee Rights (ICIRR) Family Support Hotline at 1-855-HELP-MY-FAMILY (1-855-435-7693). Concerns regarding suspicious law enforcement actions should be reported directly to the Skokie Police Department via 911.
With Halloween coinciding with these events, local police increased patrols in neighborhoods to ensure public safety during trick-or-treat hours, which run from 3 p.m. to 8 p.m. The Village advised parents and children participating in Halloween festivities to use reflective materials on costumes, carry flashlights or wear glow-in-the-dark bracelets, and urged drivers to exercise extra caution.
Households choosing not to participate in trick-or-treating were advised by officials to turn off porch lights and consider posting signs indicating non-participation.
The Village reiterated its dedication to providing safe access to services for all residents and protecting their legal rights regardless of immigration status. Community members seeking assistance can consult several resources including:
