Wheeling Township Supervisor and Board of Trustees met Nov. 19.

Here is the minutes provided by the supervisor and the board:

CALL TO ORDER

The special meeting of the Supervisor and Board of Trustees of Wheeling Township, for November 19, 2019 was held in the Paula Ulreich Meeting Room, in the Township of Wheeling, 1616 North Arlington Heights Road, Arlington Heights, Illinois. Supervisor Penner called the meeting to order at 8:00 p.m.

ROLL CALL

Clerk Gauza called the roll and the following members were present: Supervisor Penner, Trustee Ken Jochum, Trustee Ruth O’Connell, Trustee Patricia Kozicki, Trustee JoAnne Schultz and Clerk Joanna Gauza.

Also in attendance: Wheeling Township Assessor Jerry Sadler, Wheeling Township Attorney Kenneth Florey, and Wheeling Township Director of Finance and Administration Regina Stapleton.

Absent: None

PLEDGE OF ALLEGIANCE

Supervisor Penner led those assembled in the Pledge of Allegiance.

APPROVAL OF MINUTES

MOTION #1: APPROVAL OF SPECIAL MEETING MINUTES – October 22, 2019

Motion by Trustee Schultz, seconded by Trustee O’Connell, to approve the minutes of October 22, 2019.

ROLL CALL VOTE: AYES: Schultz, O’Connell, Jochum, Kozicki, Penner 

NAYS: None.Motion #1 Carried.

MOTION #2: APPROVAL OF REGULAR MEETING MINUTES – October 22, 2019

Motion by Trustee Schultz, seconded by Trustee Jochum, to approve the minutes of October 22, 2019.

ROLL CALL VOTE: AYES: Schultz, Jochum, O’Connell, Kozicki, Penner 

NAYS: None.Motion #2 Carried.

AUDIT

MOTION #3: AUDIT FOR TOWN FUND

Motion by Trustee Kozicki, seconded by Trustee Schultz, to approve batch #737, #738, #739 and #740 against the Town Fund in the amount of $208,779.16 to be paid.

ROLL CALL VOTE: AYES: Kozicki, Schultz, Jochum, O’Connell, Penner 

NAYS: None.Motion #3 Carried.

MOTION #4: AUDIT FOR ROAD MANAGEMENT FUND

Motion by Trustee Kozicki, seconded by Trustee Schultz, to approve batch #485, #486, #487 and #488 against the Road Management Fund, in the amount of $92,828.37 to be paid.

ROLL CALL VOTE: AYES: Kozicki, Schultz, Jochum, O’Connell, Penner 

NAYS: None.Motion #4 Carried.

MOTION #5: AUDIT FOR CEMETERY FUND

Motion by Trustee Kozicki, seconded by Trustee Schultz, to approve batch #111919 against the Cemetery Fund, in the amount of $3,250.00 to be paid.

CITIZENS TO BE HEARD

None.

OFFICIALS’ REPORT

ASSESSOR: Assessor Sadler reported:

 Plans are in place for the Board of Review appeal period which is expected to be

in early December. The Assessor Appeals have been certified; it appears the majority of appellants did not receive a reduction. Assessor’s Office anticipates a high number of appeals with the Board of Review based on number of phone calls and emails received.

 Current plans from the County indicate seniors will be notified individually regarding the renewal of the senior exemption. We have flyers in the Assessor and SHIP offices as reminders.

 The deadline to export and send permits to the County for the 2019 tax rolls is December 6, 2019. All permits received from municipalities need to be coded, verified, entered and processed by Assessor’s Office and sent by that date.

ADMINISTRATOR’S REPORT: Administrator Stapleton reported:

 No update on the demolished properties. Administrator Stapleton is still waiting to hear back from the Land Bank.

 On October 24th, Administrator Stapleton accompanied Todd Schultheis, a bus driver, on the bus. The passengers are very happy and thankful for the service. The drivers do a great job!

 On October 29th, we had Tony Roma from the Prospect Height Fire Protection District come to the Township for the Transportation bi-annual CPR training. We had about 15 people including myself and Clerk Gauza.

 Trustee Schultz, Trustee O’Connell, Director Villarreal, Director Easterwood Lahey and Administrator Stapleton attended the Township of Illinois Conference. The Township won 3 awards. Our very own Lou Barnett won the Senior Volunteer of the Year award from ITASCSC and the Township won the Newsletter for over 50,000+ and the Mighty Message of the Year Award both for the 2018-2019 Statistics. The message of the year awards came to us as a shock!

 General Assistance is busy working on LIHEAP. PIP started Monday. General Assistance staff and Administrator Stapleton were at the Township for 2 Saturdays in October registering families for Thanksgiving Baskets and Adopt a Family. As always the community is very generous. We had about 250 families in the Adopt a Family program.

 Statistics for the month of September 2019.

 1882 rides – 734 dial-a-ride, 1148 medical van

 995 meals delivered

 61 office visits to the Nurse

 3 home visit by the Nurse

 502 visits to the Food Pantry – 1069 people feed

NEW BUSINESS

MOTION #6: FOREST RIVER FIRE PROTECTION DISTRICT TRUSTEE RE- APPOINTMENTS - JOHN TRUNCALE AND JULIE KAMKA

Motion by Supervisor Penner, seconded by Trustee Kozicki, to re-appoint Forest River Fire Protection District Trustees- John Truncale and Julie Kamka.

ROLL CALL VOTE: AYES: Penner, Kozicki, Jochum, Schultz, O’Connell 

NAYS: None.Motion #6 Carried.

OLD BUSINESS

MOTION #7: APPROVAL OF TENTATIVE TOWN AND GENERAL ASSISTANCE LEVY 2019-05

Motion by Supervisor Penner, seconded by Trustee Jochum, to approve Tentative Town and GA 2019-05 Levy in the total amount of $2,448,278.

ROLL CALL VOTE: AYES: Penner, Jochum, Kozicki, Schultz, O’Connell

NAYS: None.Motion #7 Carried.

MOTION #8: APPROVAL OF TENTATIVE ROAD LEVY 2019-06

Motion by Supervisor Penner, seconded by Trustee O’Connell, to approve Tentative Road 2019-06 Levy in the amount of $719,380.

ROLL CALL VOTE: AYES: Penner, O’Connell, Jochum, Kozicki, Schultz 

NAYS: None.Motion #8 Carried.

MOTION #9: ADJOURNMENT

Motion by Supervisor Penner, seconded by Trustee O’Connell to adjourn.

VOICE CALL VOTE: All Ayes.Motion #9 Carried.

The meeting for Tuesday, November 19, 2019, was declared adjourned at 8:11 p.m. The next scheduled special board meeting is set for Tuesday, December 10, 2019, at 8:00 p.m.
