“The Planning & Zoning Board conducts public hearings on petitions from the public for variations, conditional uses and development proposals requiring relief under the City of Des Plaines Zoning, Subdivision, and Sign Codes. The PZB has final authority to grant some exceptions. However, in most cases it makes a recommendation to the City Council which makes a final determination as passed in a city ordinance. ”
