City of Elgin Planning and Zoning Commission met March 2

The regular meeting of the Planning and Zoning Commission was called to order at 7:00 p.m. by Chairman Wildermuth in the City Council Chambers, 2nd Floor North Tower, 150 Dexter Court, Elgin, IL, 60120.
Members Present: Nancy Abuali, Erik Bosque, Ignacio Gasca, Karin Jones, Samuel Olson, Debra Vruble, and Chairman Jordan Wildermuth.
Members Absent: none
Staff Present: Damir Latinovic, Senior Planner
APPROVAL OF MINUTES:
Motion made by Commissioner Jones to approve the minutes of February 2, 2026, as submitted.
The motion was seconded by Commissioner Olson.
The motion passed 7-0.
Oath Administered: The court reporter administered the oath to all persons desiring to testify.
PETITIONS TO BE CONSIDERED:
Consideration of Petition 02-26; 85 Market Street
Requesting a conditional use to establish a church within the existing building at the property commonly referred to as 85 Market Street, by International Church of Foursquare Gospel, as applicant, and B&K Building Partnership Declaration of Trust.
There was no public comment.
Commissioner Jones moved to recommend approval of Petition 02-26, subject to the conditions outlined within the staff report, and to adopt as the findings of the Commission, the documents and conditions provided within such staff report.
Commissioner Vruble seconded the motion, which was adopted 7-0.
Consideration of Petition 03-26; 687 Carlton Drive
Requesting a variation from Section 19.20.135 “Site Design”, pursuant to Section 19.12.800 “Authorized Site Design Variations”, to permit the construction of an attached three-season sun room approximately 27 feet from the rear property line where a minimum 30-foot rear yard setback is required at the property commonly referred to as 687 Carlton Drive, by Zach Zielinski as applicant, and Michael Kuehl, as property owner.
There was no public comment.
Commissioner Abuali moved to approve Petition 03-26, subject to the conditions outlined within the staff report, and to adopt as the findings of the Commission, the documents and conditions provided within such staff report.
Commissioner Bosque seconded the motion, which was adopted 7-0.

PUBLIC COMMENT:
None.
PENDING DEVELOPMENT APPLICATIONS:
Mr. Latinovic gave a summary of pending applications. Upon a question from Commissioner Abuali about the status of the temple petition at 890 Galt Boulevard, Mr. Latinovic stated the project received approval under consideration. The City Council, however, still has to approve the applicable ordinances granting the final zoning approval. But the applicant has asked the City to not schedule the petition for such final approval. In the meantime, the applicant will be petitioning the Circuit Court of Cook County to amend the existing consent decree affecting the property to enable the project.

The motion was seconded by Commissioner Abuali.
The motion passed unanimously.
