Village of Wheeling President and Board of Trustees met Oct. 16.

Here are the minutes provided by the board:

1. President Horcher called the meeting to order at 6:34 pm 

2. Pledge of Allegiance-N/A 

3. Roll Call led by Clerk Brady 

Present: Pat Horcher, Joe Vito, Mary Papantos, Jim Ruffatto

Absent: Mary Krueger, Ray Lang, Dave Vogel

Trustees Krueger, Lang and Vogel were absent with prior notice.

4. Approval of Minutes 

A. Approval of Minutes for the Joint Workshop Meeting of August 23, 2023

President Horcher asked for a motion to approve minutes as presented.

Motion by Mary Papantos, second by Jim Ruffatto.

Final Resolution: Motion Approved

B. Approval of Minutes for the Regular Meeting of September 18, 2023

President Horcher asked for a motion to approve minutes as presented.

Motion by Jim Ruffatto, second by Mary Papantos.

5. Changes to the Agenda

Clerk Brady read the following Proclamation into the record: Domestic Violence Awareness Month, October 2023

9. Citizen Concerns and Comments 

Greater Wheeling Area Chamber of Commerce Director Mike Putz spoke about Chamber events and thanked the Board for their support.

Resident Erick Vaquero spoke about the good developments in Wheeling, commented on the lack of affordable housing in relation to medium income levels, and asked the Board to devote time and resources to improving public transit options.

Tom Devitt spoke about public and civic engagement by the Board to work on building a participatory democracy. 

10. Staff Reports 

Public Works Director Dan Kaup spoke about the S.C.A.R.C.E. pumpkin smash as a more environmentally friendly way to compost.

Fire Department Chief Michael McGreal spoke about cooking safety, specifically unattended cooking, which is the theme for this years Fire Prevention Week.

Police Chief James Dunne announced the Arrest Cancer fundraising event on October 17 at the Bear Family McDonald's, 188 E. Dundee Road, from 5:30-7:30 pm.

11. Consent Agenda-All items listed on the Consent Agenda are considered to be routine by the Village Board and will be enacted by one motion. There will be no separate discussion of these items unless a Board member or citizen so requests, in which event the item will be removed from the general order of business and considered after all other Agenda items. 

Clerk Brady read the Consent Agenda into the record.

A. Ordinance 5614 Amending Chapter 4.32 of the Village of Wheeling’s Municipal Code, “Alcoholic Liquor Dealers,” Specifically Section 4.32.085, to Decrease the Authorized Number of Class A and Increase the Authorized Number of Class B-1-V Liquor Licenses 

B. Resolution 23-127 Authorizing Acceptance of a National Highway Traffic Safety Administration / Illinois Department of Transportation Sustained Traffic Enforcement Program (STEP) Grant in the Amount of $116,590 through Federal Fiscal Year 2024 

C. Resolution 23-128 Authorizing the Village President to Execute a Grant Agreement in the Amount of $105,997 Regarding Congregate Meals Provided by the Village of Wheeling 

D. Resolution 23-129 Ratifying the Village Manager’s Execution of an Agreement for Executive Recruitment Services with GovHR USA in an Amount Not to Exceed $32,000 

E. Resolution 23-130 Approving Change Order No. 1 to the Contract with Loverde Construction for Aggregate Material Delivery and Debris Hauling in FY 2023 in the Amount of $33,000, Increasing the Final Contract Amount from $54,200 To $87,200 

F. Resolution 23-131 Approving a Second One-Year Renewal Contract with Clean Cut Tree Service, Inc. for Creek and Waterway Maintenance in an Amount Not to Exceed $30,000 For FY 2024 

G. Resolution 23-132 Approving a Three-Year Contract with H&H Electric Co. for Streetlight Maintenance and Repair Services in the Amount of $33,200 

H. Ordinance 5615 Amending Title 12, Trees and Vegetation, Chapter 12.04.020, Duty to Maintain Parkways, of the Wheeling Municipal Code 

I. Resolution 23-133 Approving a Contract with Ganziano Sewer and Water, Inc. for the Northgate and Dundee Storm Sewer Project in the Amount of $277,010 in FY 2023 

J. Resolution 23-134 Approving a Proposal from Gewalt Hamilton Associates, Inc. to Provide Construction Engineering Services for the Northgate and Dundee Storm Sewer Project in an Amount Not to Exceed $33,000 

K. Resolution 23-135 Authorizing the Village President and Clerk to Execute a Plat of Easement Grant with H2O Express Car Wash Inc. at 966 S. Milwaukee Avenue 

L. Resolution 23-136 Authorizing the Village President to Sign an Intergovernmental Agreement between the Cook County Department of Transportation and Highways and the Village of Wheeling to Appropriate Funding from the Invest in Cook Grant toward the Village’s Phase II Design of Wheeling Road 

President Horcher asked for a motion to approve the Consent Agenda as presented.

Motion by Jim Ruffatto, second by Mary Papantos.

A. Ordinance 5616 Granting Special Use Approval for the Operation of a Recreation and Instruction Facility at 286 W. Palatine Road (Foxhole Training Systems) [Docket No. PSU23-0010] 

Clerk Brady read the title into the record. Community Development Director Ross Klicker introduced the item. Petitioner was present and answered questions from the Board.

Motion by Mary Papantos, second by Joe Vito.

B. Ordinance Amending the Wheeling Municipal Code to add a New Chapter 8.80 Entitled “Tetrahydrocannabinol Products” to Title 8 “Public Peace and Safety”

This item was removed from the agenda.

14. Official Communications 

Trustee Papantos urged everyone to buy a breast cancer awareness patch and stated that she hopes to see a good turnout at McDonalds on October 17.

Trustee Vito spoke highly of the upcoming Taste of the Town on October 18 and encouraged attendance. Trustee Ruffatto mentioned that Arlington Heights has pumpkin smash recycling event.

President Horcher welcomed everyone back and spoke about recent events he attended.

15. Approval of Bills 

Approval of Bills for September 14—October 11, 2023 in the amount of $5,982,887.24¢

President Horcher asked for a motion to approve the Bills as presented.

Motion by Mary Papantos, second by Jim Ruffatto.

16. Executive Session and Adjournment 

President Horcher asked for a Motion to recess to enter Executive Session for the purpose of discussing the appointment, employment, compensation, discipline, performance, or dismissal of a specific employee or employees of the Village, the purchase or lease of real property for the use of the public body, and collective negotiating matters between the Public Body and the employees or their representatives.

Motion by Mary Papantos, second by Joe Vito to recess into Executive Session and to adjourn the meeting directly from Executive Session.

Final Resolution: Motion carried by roll call vote, four ayes, three absent, the open meeting recessed at 7:09 pm. President Horcher stated that there will be no business conducted after Executive Session.
