Village of Streamwood Board of Trustees met Oct. 13.

Here are the minutes provided by the board:

CALL TO ORDER

President Roth called the Workshop to order at 6:50 p.m.

All those answering “present” were physically present at the meeting.

Also present: Village Manager Sharon Caddigan, Assistant Village Manager Lisa Scheiner, and Executive Assistant Tina Johnson; Community Development Director Jeff Harris and Building Official Matt Dunne; Human Resources Coordinator Karen Gray; IT Director Joe Ritter, Finance Director Josh Peacock and Assistant Director Lori Frankenthor; Fire Chief Chris Clark, Deputy Chief Mike Meyer, and Battalion Chief Joe Markowski; Police Chief Daryl Syre, and Deputy Chief Shawn Taylor; Public Works Director Matt Mann, Assistant Public Works Director Scott Nielson, and Lead Foreman Brian Spaid.

PLEDGE OF ALLEGIANCE

The Village Board met for a workshop with staff to discuss the 2023 Proposed Budget.

Finance Director Josh Peacock stated the Village Board’s financial goals and Staff recommendations are the basis for the 2023 budget. He discussed some of the goals such as a balanced budget, a commitment to keep property taxes low, and to maintain the current water rate through 2023. Mr. Peacock recommended the American Rescue Rate Plan (ARPA) funds be dedicated to the Water and Sewer Fund to make improvements to water quality and transmission and to retain the current water rate structure.

Mr. Peacock reviewed the Village’s overall financial condition and said the Village expects to finish 2022 with a $2 million surplus.

The proposed 2023 Budget is flat with anticipated revenues equaling anticipated expenditures. Each department presented their proposed budget and answered any questions.

Trustee Baumer moved for a short recess. Trustee Schmidt seconded the motion. A voice vote approved the recess. The recess was from 8:03 p.m. to 8:25 p.m.

Trustee Haque was absent when the workshop resumed.

The departments continued to present their budget proposals and answer questions. PUBLIC COMMENT

ADJOURN

The Workshop adjourned at 8:50 p.m.
