City of Elgin Cultural Arts Commission met Jan. 10.

Here are the minutes provided by the commission:

A. Call to Order: 6:01pm

B. Roll Call:

a. Commissioners Einterz, Syrris, Kearney, Miceli, Rende present. Councilwoman Powell present. Chairwoman Rehberg present. Staff Harris and Wilhelmi present.

C. Citizen’s Forum:

D. Staff Report:

a. Financial Report:

i. Motion to allocate an additional $5,000 to the public art line item for a total of $20,000 by Commissioner Miceli. Seconded by Commissioner Kearney. Approved by a vote of 6- 0.

ii. Councilwoman Powell arrived at 6:05pm

b. Hemmens:

i. ESO was in house this past weekend.

ii. Brit Beat will be in this weekend.

iii. Ballet 5:8, due in for February, cancelled. The date was booked by a talent competition.

iv. The dressing rooms are being renovated now along with the restrooms.

c. Elgin Art Showcase:

i. Renters start using the space next week.

ii. Elgin Theatre Company moves in at the end of the month followed by Independent Players.

iii. Conversations continue regarding the renovation of 18 Villa Court to make the move to that space in 2023.

d. Approval of December Minutes:

i. Motion to approve the December Minutes by Commissioner Einterz. Seconded by Councilperson Powell. Approved by a vote of 5-0-2 with Commissioners Miceli and Kearney abstaining.

E. Old Business

a. 2021 ECAC Projects:

i. Making Space

1. The fine cut of the documentary is expected later this week.

2. Tentative public showing is scheduled for February 18th, but this remains flexible due to the pandemic.

3. An additional scholarship through the Human Relations Commission’s Martin Luther King Breakfast was awarded.

ii. Elgin Fringe Festival:

1. Winter Fringe was moved from the end of January to March 19th due to the resurgence in cases. The same participants will be performing at the same location, Elgin Public House

2. The applications for the 2022 Fringe Festival will go out the first week of February with the new lotter system.

b. 2022 ECAC Projects:

i. Talent Fest:

1. Date is currently planned for March 8th.

ii. Artist Workshops

1. Proposed topics:

a. Theatre tech- how to make a theater with next to nothing.

b. Grant applications and budgeting for individual artists.

c. How to appropriately and equitable pay artists, and how artists should ask for pay for their work.

F. Other Old Business:

a. Organizational Grants

i. Notifications were sent to the organizations.

ii. City Council will make their initial vote on January 12th with a final vote on January 26th.

iii. Commissioners noted that we should review the grants and make some smaller changes to remove barriers while we wait and review the new strategic plan in 2022.

G. New Business:

a. Call for Art

i. The Call for Art is ready to publish. Staff Harris will get that going with the due date of March 4th.

b. Arts and Economic Prosperity Study

i. Motion to approve joining the study by Commissioner Einterz. Seconded by Commissioner Miceli. Approved by a vote of 7-0.

H. Adjournment: 6:47pm

a. Motion to adjourn Commissioner Rende. Seconded by Commissioner Syrris. Approved by a vote of 7-0.
