4. ITEMS FOR CONSIDERATION

A. Request to Defer Payments on Economic Development Loans and Leases on City-Owned Properties until October 1, 2020, for Businesses Negatively Impacted by COVID-19

Staff recommends approval by the Economic Development Committee of loan and lease modifications that defer payments until October 1, 2020, on Economic Development loans and leases to provide additional financial flexibility for businesses negatively impacted by the COVID-19 crisis.

B. Approval of Funding for Chicago's North Shore Convention and Visitors Bureau (CNSCVB) FY 2020

Staff supports a recommendation from the Economic Development Committee to the City Council to approve funding for the Chicago's North Shore Convention and Visitors Bureau (CNSCVB) in the amount of $41,805 for the period July 1, 2020 through June 30, 2021. Economic Development Partnership Account #100.15.5300.62659. The City Council approved $147,000 for 2020. The City has committed $50,000 to Downtown Evanston for enhanced trash removal and marketing for 2020. Upon approval of CNSCVB's reduced request and accounting for the $50,000 EvMark commitment, $55,195 will remain in the account. For Action

C. Approval of Entrepreneurship Emergency Assistance Grants

Economic Development staff supports a recommendation from the Economic Development Committee to City Council for approval of financial assistance totaling $23,635.34 through the Entrepreneurship Support Program for the following applicants: Tukki, LLC - $2,271.00, Gyros Planet - $2,365.86, Jonas on Call LTD - $2,500.00, Pawsitive Petcare Inc. - $2,500.00, Da Jerk Pit - $2,500.00, Sweet Temptations Bake Shop - $2,314.54, Ashley Lauren Natural Products - $2,444.36, Claire's Korner - $1,739.58, Oceanique - $2,500.00, Litehouse Grill - $2,500.00.

5. ITEMS FOR DISCUSSION

A. Economic Development Activities During COVID-19

The memo summarizes the economic development activities in the city during the COVID-19 outbreak.

B. Special Service Areas Midyear Update

For discussion as required by service agreement with the Special Service Area partners.

C. Northwest Evanston TIF Study Preliminary Findings

Consultant has completed preliminary report for Economic Development Committee review and to place on file. Staff seeking direction from the Economic Development Committee on further interest in pursuing the implementation of a new Tax Increment Financing (TIF) District in northwest Evanston.

D. Review of Request for Qualifications for Development of City-owned Property at 1805 Church Street

Staff seeks direction on next steps for seeking developer for the city owned property at 1805 Church Street.
