Village of South Barrington Building & Zoning Committee met Nov. 20.

Call To Order

Chairman Guranovich called the meeting to order at 5:09 p.m.

Roll Call

Committee Members present: Chairman Guranovich, Trustee Patel and Trustee Stagno

Others present: Mayor McCombie, Trustee Abbate, Trustee Kerman

Village Staff present: Michael Moreland

Approval Of Minutes

Motion to approve Building & Zoning Committee Minutes of October 16, 2019 was made by Chairman Guranovich; Seconded by Trustee Stagno

MOTION PASSED by unanimous voice vote.

Public Comments: A presentation was made by a group of local school students in the STEM Program. Six students enrolled in advanced studies programs presented their research regarding “Airborne Exposure to Manganese Particles.” When they completed their presentation, they answered several questions from the Board members.

Agenda Items

1. Discussion on Solar Panels on Front Facing Roofs:

Mr. Moreland led a discussion focusing on the existing ordinance not being clear enough to prohibit solar panels being placed on front facing roofs. The consensus of the committee is that South Barrington does not want solar panels on the street side of the roof. Mr. Moreland was directed to bring back to the committee revised language that will be adequate to prevent front facing solar panels.

2. Discussion of Flag Pole Regulations:

Mr. Moreland opened the discussion with news that a South Barrington resident desires to install a tall flag pole with a large flag to be displayed. An investigation of subdivision covenants and restrictions revealed that 21 subdivisions allow for “non-metallic poles less than twenty-five feet (25’) in height, 16 subdivisions are silent on flag poles and only one subdivision, The Woods, prohibits ground mounted flag poles. Thus, the prevailing height of flag poles throughout the village is 25 feet.

The committee consensus is that a flag pole ordinance should be drafted, it should part of Title 8, Building and Development Regulations by adding Chapter 8 – Flag Poles.

Regulations should include: pole height not to exceed 25 feet, pole shall be located within the building setback area, flag pole can not be installed over septic system components, minimum footing depth is 48”, No banners, signs or advertising can be displayed, flags shall be flown per Federal Guidelines, and a building permit will be required.

The committee directed Mr. Moreland to draft such an ordinance and to send it the Village Attorney for review and comments then back to the B&Z Committee for final review and comments.

Motion: motion was made by Chairman Guranovich to revise the draft flag pole ordinance per discussion and to forward to the Village Attorney for review and comment before placement on the Village Board agenda.

Motion seconded by Trustee Patel; approved on a voice vote.

3. Discussion of Masonry Structures in the Right-of-Way:

Mr. Moreland continued the discussion on masonry mailbox and driveway monument in the right-of-way. The committee was briefed on the answers received from village attorney, Don Storino, regarding indemnification agreements and liability insurance policies. The committee consensus remains that structures and obstructions should not be allowed in the village right-of-way and that existing ordinance regarding masonry mailboxes and driveway monuments are to be strengthened to prevent the construction of these structures. The 37 masonry mailboxes and 12 to 15 driveway monuments that exist today will be allowed to remain only if the owners provide the required agreements and insurance policies, otherwise, these structures remain not in compliance with village ordinance and the village will proceed to demolition.

The committee directed Mr. Moreland to revise the ordinances to best protect the village from the proliferation of these masonry structures in the village right-of-way. Any revisions must come back to the committee for a final review before moving to the Village Board for approval.

Motion: none Building Officer Report:

Mr. Moreland reviewed photographs taken earlier in the day of the rear and side yards at 2 Willowmere Drive, showing the extent of boats, automobiles, misc. structures, trailers, snow mobiles, etc. being stored all over the yard. He also pointed out the garage structure constructed below the deck without a building permit. Mr. Moreland requested direction from the committee and was given direction to proceed with violation notices and P-tickets to be filed as soon as possible.

The Mayor reviewed with the Committee the massive effort (750 page report) put forward by herself and village staff responding to the Veteran’s Administration quest to construct a Columbarian at the SW corner of Freeman and Mundhank Roads.

Adjournment: MOTION to adjourn was made by Trustee Guranovich SECONDED by Trustee Patel. MOTION PASSED and the meeting adjourned at 6:47 p.m.
