Village of Glencoe Historic Preservation Commission met March 7.

1. Call to Order and Roll Call
The March 7, 2017 meeting of the Glencoe Historic Preservation Commission was called
to order at 7:33 p.m. in the Conference Room.

John Eifler & Peter Van Vechten

2. Consider the February 7, 2017 Meeting Minutes
The minutes from the February 7 Historic Preservation Commission meeting were
approved.
3. Public Comment Time
None
4. Consider Resolution Formalizing the Historic Preservation
Commission’s Findings and Recommendations Regarding 411
Lakeside Terrace
Commissioners reviewed a resolution formalizing their findings and recommendations
from the February 7, 2017 public hearing regarding 411 Lakeside Terrace. At that
meeting the Commission adopted a motion recommending that the Village Board adopt
an ordinance establishing the home at 411 Lakeside Terrace as an Honorary landmark.
Mr. Parch explained that Village counsel had advised staff that the additional step of
preparing and considering a resolution following a public hearing should be
incorporated into the landmark review process moving forward. Members of the
Commission concurred with Village counsel’s suggestion and supported the resolution
as drafted.
It was moved and seconded to approve Resolution No. R-17-HPC-1, a resolution
formalizing written findings from the February 7, 2017 public hearing proceedings
regarding 411 Lakeside Terrace. Said motion was adopted by the following vote:
Aye: Scheckelhoff, Schwarzbach, & Turner (3)
Nay: None (0)
Abstain: None (0)
Absent: Eifler & Van Vechten (2)
Chairman Scheckelhoff will present the Commission’s recommendation for Honorary
landmark designation of 411 Lakeside Terrace to the Village Board at their March 16.
5. Consider Historic Preservation Commission Annual Report
Commissioners reviewed and approved the 2016 annual report with suggested
amendments. During the year members met 10 times and their activities and
accomplishments are detailed in the report. Chairman Scheckelhoff will present the
annual report to the Village Board on March 16.
6. Review Status of Historic Architectural Survey List
Mr. Parch stated that the Village launched its newly redesigned website on March 1.
Featured on the new website is a section devoted to Glencoe’s architecture. Mr. Parch
highlighted the following features:
a) Glencoe’s Architecture – This page includes a few paragraphs describing the
physical attributes of the Village and its architectural styles and architects.
Eventually this page will include Susan Benjamin’s essay and/or a link to it.
b) Landmark/Significant Properties – This page describes the Historic Glencoe
Story-Map. The story-map includes the location, description, and photo for each
landmark property listed on the Historic Glencoe Architectural Survey. The
remaining (significant) residential properties will be added as a second phase.
c) Historic Glencoe FAQ – This page includes a series of questions and answers
regarding the Historic Glencoe Architectural Survey.
Commission members complimented the new website design and the story-map. It was
suggested that additional information be added to the FAQ indicating the fluid nature of
the survey list – stressing it is not set in stone. Additional properties can be added
pending further review and additional information about listed properties can be shared
with the Village.
Commissioner Turner suggested adding a brief note to the top bar of the story-map
encouraging visitors to confirm landmark status with the Village if they don’t see a
particular property listed.
7. Standing Projects
Chairman Scheckelhoff inquired about the status of the water plant. Mr. Parch stated
that there was no new information to report.
8. “Inquiries” and Demolition Applications
Commissioners reviewed a demolition application for 772 Grove Street and decided to
take no further action.
Mr. Parch shared that he had received a subdivision inquiry for the 3-acre property
located at 1114 Sheridan Road, which is currently for sale. The property is listed on the
Historic Glencoe architectural survey for architectural and historical significance. The
home and coach house were designed by Ralph W. Varney and constructed in 1923 for
Milton F. Goodman. Mr. Parch noted that two lots could likely be developed on the east
side of the property in front of the existing house, which is sited at the rear of the
property, and could be preserved.
