Village of Glencoe Historic Preservation Commission met April 4.

1. Call to Order and Roll Call
The April 4, 2017 meeting of the Glencoe Historic Preservation Commission was called
to order at 7:36 p.m. in the Conference Room.

2. Consider the March 7, 2017 Meeting Minutes
The minutes from the March 7 Historic Preservation Commission meeting were
approved.
3. Public Comment Time
Bob Sideman was in attendance.
Dudley Onderdonk, of 228 Randolph Street, was in attendance and stated he was
considering landmark options for his home.
4. Discuss March 16, 2017 Village Board Meeting
Chairman Scheckelhoff stated that he and Commissioner Schwarzbach attended the
March 16 Village Board meeting. Two items were considered by the Village Board: (1)
the Commission’s annual report for 2016; and (2) a recommendation for designating 411
Lakeside Terrace an Honorary Landmark.
Chairman Scheckelhoff reported that the Board was interested in discussing the
possibility of incentives to encourage renovation of older, significant homes. Mr. Parch
stated that this discussion would occur as part of a broader analysis of building permit
fees this summer or fall. Associated changes to the historic preservation ordinance may
also be considered at that time.
Mr. Parch stated that the Commission’s recommendation regarding 411 Lakeside
Terrace was approved by the Village Board by a vote of 5 to 1.
5. Review Status of Historic Architectural Survey List
a) Review Draft Letters to Landmark & Significant Property Owners – Mr. Parch
stated that he did not yet complete the draft letters to landmark and significant
property owners regarding the Historic Glencoe survey. Mr. Parch asked for
thoughts on what to include in the letters. Commissioner Van Vechten suggested
inviting owners to learn more by viewing their house files in the Building
Department, which may include original building permit records, landmark
applications, and additional historic information. Mr. Sideman suggested that
owners be invited to share additional information they have about their
properties with the Commission.
b) Review Possible Additions to the Survey – Mr. Parch stated it was previously
agreed to begin reviewing possible additions to the survey beginning at the April
4 meeting. He noted that this will likely be a standing agenda item for several
months.
Mr. Sideman began and reviewed a list of additional houses, landscapes, and
early subdivisions for consideration. He provided historic news
clippings/articles and related supplementary information in support of his
recommendations. Photos of the houses were shown.
Four parks were included in Mr. Sideman’s list – Lakefront, Kalk, Shelton, and
Veterans. Mr. Onderdonk stated that he is a Park Board member and the Board is
working with planning/landscape architecture consultant Altamanu Inc. on a
plan for improvements to Lakefront Park. Commissioner Van Vechten stated that
he provided research to the Park Board on the history of Lakefront Park.
Included in the history were ties to Jens Jensen’s involvement with plans for the
Park. Mr. Onderdonk invited members to attend the Park District’s next meeting
on Lakefront Park on Thursday, April 6.
Mr. Sideman suggested consideration also be given to adding Turnbull Woods,
Skokie Lagoons, and Chicago Botanic Garden to the list.
Commissioner Van Vechten distributed copies of a preliminary list of additions
to the survey that he developed. He stated that he planned to do further research
and share more at a future meeting.
No final decisions were made on the proposed additions to the survey. It was
agreed to continue discussion at the next meeting
6. Standing Projects
There was no discussion of this item.
7. “Inquiries” and Demolition Applications
Commissioners reviewed demolition applications for 376 Sunrise Circle, 445 Old Green
Bay Road, and 57 Maple Hill Road and decided to take no further action.
Mr. Parch stated that he had several conversations with the buyer of 211 Park Avenue
who plans to demolish the existing residence and coach house. Commissioner Van
Vechten stated that he recently completed some research on the house. He found that
Mr. Carrington, who the home is named for, was actually the second owner of the
property and was a manufacturer of greeting cards. Mr. Carrington resided in the house
from 1912-1929 and during that time developed the two-story commercial building at
345-353 Park Ave in Downtown Glencoe (b. 1914), which now houses Parkway Drugs.
Mr. Parch reported that he had multiple inquiries from various parties about demolition
of 615 Lincoln Avenue, particularly after the open house on March 26.
