Here is the minutes provided by the Board:

1. Call to Order and Roll Call

The Regular Board Meeting of the Board of Trustees of the Village of Glencoe was called to order by the President of the Village of Glencoe, Cook County, Illinois, at 7:09 p.m. on the 20th day of April, 2017, in the Village Hall Council Chamber. The following were in attendance:

2. Consideration of Minutes

a. Board of Trustees - Regular Meeting - Mar 16, 2017 7:00 pm

Trustee Thomas provided an update to the minutes to correct a clerical error. With this correction, Trustee Thomas moved, seconded by Trustee Miller to accept the minutes. Said motion passed with the following roll call:

3. Public Comment

There were no comments from the public.

4. Reports of Committees

a. Committee of the Whole

President Levin reported that at Committee of the Whole this evening the Board discussed permitting food trucks in certain public areas as well as regulating coal tar sealants used on driveways, which the Village is unable to do due to its non-home rule status. The Board also received an update from staff on how building and zoning and services will be handled pending the retirement of Building and Zoning Administrator John Houde in June.

b. Finance Committee

Trustee Vree reported that the Finance Committee reviewed the financial report for the first month of Fiscal Year 2018. He indicated that utility tax revenue is slightly below expectations but this is due to timing of remittance of ComEd funds. The Committee also reviewed a calendar for the community improvement program for the upcoming year and discussed when expenditures need to be made to stay on schedule.

c. Sustainability Task Force

Trustee Mulvaney reported that the Sustainability Task Force met and discussed their goal to regulate coal tar sealants on driveways and also planned for the Ravine Workshop. The workshop will educate residents on how to best manage Glencoe’s ravines, where much of the community’s water drains through. Trustee Mulvaney encouraged resident participation in the workshop and in future Task Force meetings.

d. Plan Commission

Trustee Miller reported that the Plan Commission will meet on April 26.

e. Golf Advisory Committee

Trustee Thomas reported that the Golf Advisory Committee will meet on April 24. He shared that in the month of February unexpected use of the course increased revenue. Additionally the Golf Club has confirmed several student groups that will use the course on a regular basis this coming season. Lastly, the agreement with Hel's Kitchen for food and beverage services has been renewed.

5. Reports of Officers

a. Reports of the Village Manager

Public Safety Director Cary Lewandowski introduced Deputy Chief Mary Saikin who is to be sworn in formally this evening as Deputy Chief. He shared that Saikin, who has been with the Department since 1997, was recently promoted from Lieutenant to Deputy Chief. She has a bachelor’s degree in human resource management and has served as EMT, detective, juvenile officer, evidence technician, and has managed investigations and public education. She is dedicated to constant improvement and will be a trusted member the of command staff. Director Lewandowski congratulated Deputy Chief Saikin on her promotion. Manager Kiraly administered the oath of office to Deputy Chief Saikin.

Director Lewandowski then introduced Lieutenant Matthew Esposito who was recently promoted from Officer. He began his career with the Department in 2008 and has a bachelor’s degree in health and wellness. He is a fully cross-trained, medic, diver, tactical instruction, fire apparatus engineer and is always available and helpful to his coworkers. As Lieutenant he will manage the public education division. Director Lewandowski congratulated Lieutenant Esposito on his promotion. Manager Kiraly administered the oath of office to Lieutenant Esposito.

Director Lewandowski next provided an update on dispatch consolidation with the Village of Glenview. Dispatch consolidation is mandated by the State to occur by July 1 but is expected to be complete by early June. He reported on public outreach efforts regarding the service transition.

Manager Kiraly provided an overview of the Community Improvement Plan project schedule for FY2018. He reported that later in the meeting the Village Board will consider awarding a contract for three storm water improvement projects that are scheduled to take place this year. He shared that the Village website features a story map outlining each of the projects planned for this year, including locations, funding sources, and descriptions of projects. This includes the storm water improvements, water main replacements, street resurfacing, sidewalk replacement and design studies in a number of areas. Staff will reach out to specific neighborhoods to advise residents of expected construction schedules, provide contact information, and encourage them to sign up for Glencoe Connect to receive updates. The Village will also post signage in project areas to provide contact information and allow for easier access to information.

Manager Kiraly also provided an update on the Village’s Annual Spring Clean-Up Days and encouraged residents to divert items from landfills by considering donating to worthy causes rather than placing items at the curb. The Village has provided a list of organizations that will accept donations on the Village website.

Manager Kiraly shared dates of several upcoming special events including Earth Day Green Bay Trail Clean Up on April 22, Ravine Workshop on April 26, Arbor Day Tree Planting on April 27 at West School, the Memorial Day Ceremony on May 29 at Veterans Memorial Park, Glencoe Grand Prix on June 3 and the start of the Glencoe French Market on June 10.

b. Reports of the Village President

President Levin thanked the Village and Fraternal Order of Police negotiating teams for the successful negotiation of the new Public Safety contract which was recently ratified.

i. Resolution for Deputy Chief Richard Bookie

President Levin read a resolution honoring retiring Public Safety Deputy Chief Richard Bookie. Trustee Thomas moved, seconded by Trustee Miller to adopt the resolution. Said motion passed with a unanimous voice vote.

President Levin congratulated Deputy Chief Bookie on his retirement and thanked him for his years of service to the Village.

ii. Resolution for Plan Commissioner Marya Morris

President Levin read a resolution honoring Plan Commissioner Marya Morris. Trustee Thomas moved, seconded by Trustee Miller to adopt the resolution. Said motion passed with a unanimous voice vote.

President Levin thanked Marya for her years of volunteer service to the Village.

iii. Proclamation for Distracted Driving Awareness Week

President Levin presented a Proclamation for Distracted Driving Awareness Week. Trustee Thomas moved, seconded by Trustee Miller to adopt the proclamation. Said motion passed with a unanimous voice vote.

iv. A Proclamation Celebrating National Bike Month in Glencoe May 2017

President Levin presented a Proclamation Celebrating National Bike Month in Glencoe for the month of May 2017. Trustee Thomas moved, seconded by Trustee Miller to adopt the proclamation. Said motion passed with a unanimous voice vote.

v. Proclamation Declaring April Fair Housing Month in Glencoe

President Levin presented a Proclamation Declaring April Fair Housing Month in Glencoe. Trustee Thomas moved, seconded by Trustee Miller to adopt the proclamation. Said motion passed with a unanimous voice vote.

vi. Committee and Commission Appointments

President Levin recommended the appointment of James Franke to the Police Pension Fund Board and Maureen Valvassori as Vice-Chair of the Community Relations Forum. Trustee Thomas moved, seconded by Trustee Miller to accept the appointments. Said motion passed with a unanimous voice vote.

vii. Consideration of the Public Safety Commission Annual Report

Assistant Village Manager Sharon Tanner provided an overview of the 2016 Public Safety Commission accomplishments which included seven new hires and three promotions in the Department. In 2017 the Commission will focus on recruitment. Glencoe and many other departments prepare to exhaust their hiring lists and conduct testing to create new lists.

President Levin reported that the next Village Board Meeting will be on May 18. This will be Trustee Pearce’s final meeting and Gail Lissner will be sworn into office.

6. Consent Agenda

Trustee Thomas moved, seconded by Trustee Miller to adopt the following consent agenda items:

a. March 2017 Treasurer's Report & Glencoe Golf Club Monthly Financial Report

b. Consideration of a Resolution Appointing a Director and Alternate Director Representing the Village of Glencoe for the Solid Waste Agency of Northern Cook County (SWANCC) Board of Directors

c. Consideration of a Resolution authorizing the Village Manager to execute a contract with RJN Group Inc. of Wheaton, Illinois for professional engineering and field services for the MWRD IICP Short-Term Program for a fee not-to-exceed $48,740

d. Consideration of a Resolution Authorizing the Village Manager to Execute a Four-Year Collective Bargaining Agreement Between the Village of Glencoe and the Illinois Fraternal Order of Police Labor Council for the Period of March 1, 2017 through February 28, 2021.

e. Consideration of a Resolution Approving a Third Amendment to the Village Manager Employment Agreement with Philip A. Kiraly

f. Consideration of a Resolution Ratifying the Village Manager’s Execution of a License Agreement with Wide Open West

g. Consideration of an Amendment to Ordinance 97-15-2038, An Ordinance Granting Special Use Permits and Related Approvals for a Gasoline Service Station and Financial Institution Drive- Through Facilities in the B-1 District

Said motion passed with the following roll call:

7. Regular Business

a. Public Hearing and Consideration of an Ordinance Making Appropriations for Corporate Purposes of the Village of Glencoe for the Fiscal Year Beginning March 1, 2017 and Ending February, 28 2018

President Levin opened the public hearing. No one addressed the Board. President Levin closed the public hearing.

Trustee Thomas moved, seconded by Trustee Miller to adopt the ordinance. Said motion passed with the following roll call:

b. Consideration of a Resolution Authorizing the Village Manager to Execute a Contract with Berger Excavating Contractors Inc. for the 2017 Storm Water Improvement Projects in an Amount Not- to-Exceed $1,486,011

Director Mau shared that this project was included in in the 2015 bond referendum and is the second set of stormwater projects to be completed as part of that effort. He explained that two of the five basin areas were completed last year and this contract award includes the remaining three. The projects planned this year will alleviate residential flooding in two areas while also providing for flood mitigation for the Village Hall. The proposed contract award was the lowest bid and was from Berger Excavating, and represents a significant savings over the engineer’s estimate thanks to a very competitive construction market. Berger has successfully completed previous projects in the Village on time and under budget. Director Mau indicated that these projects will commence in May.

Trustee Thomas moved, seconded by Trustee Miller to adopt the resolution. Said motion passed with the following roll call:
