Elgin Committee of the Whole reviews capital improvement plan

The Elgin Committee of the Whole met Feb. 22 to review the capital improvement plan.

All items listed in section “Special Presentations and Reports” are for informational purposes only.

As such, the city council is not expected to take action at this time on any item listed below.

A. 2017 Street Construction Preview

The 2017 capital improvement plan presentation will cover planned road construction

and underground utility projects, as well as provide a general overview of the

communication plan.

Initiatives and Other Items

B. Consideration of Engineering Services Agreement with Crawford Murphy and Tilly Inc.

for the 2017 Neighborhood Street Resurfacing – Southwest Program ($91,315)

Objective: Provide ongoing maintenance of city streets in order to strengthen the city’s

neighborhoods and the overall appearance of the community.

C. Consideration of Engineering Services Agreement with WBK Engineering, LLC for the

2017 Neighborhood Street Resurfacing – East Program ($83,165)

Objective: Provide ongoing maintenance of city streets in order to strengthen the city’s

neighborhoods and the overall appearance of the community.

D. Consideration of Agreement with Hampton, Lenzini and Renwick for Traffic

Engineering; Traffic Signal Maintenance Administration and Inspection and On-Call

Engineering Services (Annual contract total $150,000)

Objective: Secure a qualified engineering firm to provide traffic engineering; traffic signal

maintenance administration and inspection; and on-call engineering services throughout

the city.

E. Consideration of Athletic Facility Improvement Funding ($50,000)

Objective: Provide financial assistance to Elgin-based youth sports organizations for

making capital improvements to city-owned property.

F. Consideration of Agreement with Darktrace for Next Generation Cyber Security System

($72,000 annual fee)

Objective: Add an additional layer of intrusion protection and detection monitoring to the

city network.

G. Consideration of Purchase Agreement with Leica C20 Controller of a Leica Total Station

through the Acceptance of a Kane County DUI Task Force Grant, an Individual Donation

from Local Prosecuting DUI Attorney Kim DiGiovanni and City Funds ($30,000 grant,

$2,000 donation, $8,120 city funds; $40,120 total)

Objective: Increase police operational and investigation efficiency with improved

technology.

H. Consideration of Contract Agreement with CLEC Enterprises for Electrical Contractor

Testing (No cost to the City)

Objective: Provide information to consider a contract proposal for electrical contractor

testing for the city of Elgin.

I. Consideration of Parking Regulations for Cooper Avenue between Morton and Hill

Avenues (No cost to the City)

Objective: Respond to community feedback for adjusted parking regulations.

J. Consideration of Parking Regulations for Grove Avenue (No cost to the City)

Objective: Respond to parking requests by an incoming Downtown business.

K. Consideration of Follow-up Information Related to International Fest and the Elgin Civil

War Experience

Objective: Provide additional information as requested by city council on the use of funds

allocated for the 2017 International Fest and weather insurance for the Elgin Civil War

Experience.

L. Consideration of Acceptance of Daching Business Park Public Improvements along

Mason Road and the Extension of Alft Lane ($25,244 estimated five-year maintenance

cost)

Objective: Fulfill the city’s obligation to maintain reliable infrastructure for serving

businesses and residents.
