Park Ridge Appearance Commission gathers to consider consent agenda

The City of Park Ridge Appearance Commission met Wednesday, July 27.

"Consists of five citizen members, the majority of whom are architects. The commission has jurisdiction over the exterior appearance of all new construction, additions to single-family homes and multi-family dwellings, commercial and institutional structures, to assure their appearance meets community standards. Decisions of the Appearance Commission are final and do not go to the City Council for review."

Acting Chairman Norman called the meeting to order at 7:00 p.m.

B. APPROVAL OF MINUTES

It was moved by Commissioner Drewko and seconded by Commissioner Kuhlman, that the minutes of the regular meeting of June 22, 2016 be approved, as submitted.

Vote on the motion was as follows:

C. *CONSENT AGENDA

Acting Chairman Norman explained the Appearance Commission meeting process.

It was moved by Commissioner Drewko, and seconded by Commissioner Kuhlman, that the Consent Agenda be approved, as submitted.

Vote on the motions was as follows:

D. APPEARANCE REVIEW

1. *Appearance Case Number SA-16-23: Single Family Alteration at 1205 North Hoffman Avenue

Ruben Anastacio submitted an application for a single-family alteration at 1205 North Hoffman Avenue. The proposed alteration would consist of a second story addition to an existing one-story residence. Proposed materials include blue siding, stone, white trim, and asphalt shingles.

Exhibits of the building’s size, design and relationship to the neighboring buildings were entered.

The Commission found the single family alteration to be in accordance with the character of the residence.

On a motion by Commissioner Drewko, seconded by Commissioner Kuhlman, the Commission

AGREED to approve the single family alteration at 1205 North Hoffman Avenue, Appearance Case Number SA-16-23, as submitted.

In making the motion, the Commission made findings based on the exhibits presented. The design of the proposed single family alteration would be compatible with the existing house and neighborhood. Therefore, the Commission found that the proposed single-family alteration was designed in accordance with the standards, spirit, and purpose of the Urban Design Guidelines.

Vote on the motion was as follows:

2. *Appearance Case Number SA-16-24: Single Family Alteration at 842 Lincoln Avenue

Michi Mho, Neri Architects, and George Gineris submitted an application for a single-family alteration at 842 Lincoln Avenue. The proposed alteration would consist of the addition of an attached single car bay garage to an existing two-story residence. Proposed materials include brick, stone, and asphalt shingles.

Exhibits of the building’s size, design and relationship to the neighboring buildings were entered.

The Commission found the alteration to be in accordance with the character of the residence.

On a motion by Commissioner Drewko seconded by Commissioner Kuhlman, the Commission

AGREED to approve the single-family alteration at 842 Lincoln Avenue, Appearance Case Number SA-16-24, as submitted.

In making the motion, the Commission made findings based on the exhibits presented. The design of the proposed single-family alteration would be compatible with the existing house and neighborhood. Therefore, the Commission found that the proposed single-family alteration was designed in accordance with the standards, spirit, and purpose of the Urban Design Guidelines.

3. Appearance Case Number SF-16-25: Single Family Alteration at 516 South Fairview Avenue

Jason Murphy and Jakl Brandeis Architects submitted an application for a single-family alteration at 516 South Fairview Avenue. The proposed single-family alteration would consist of an addition at an existing two-story residence. Proposed materials include blue gray siding, white trim, cedar shutters and asphalt shingles.

Exhibits of the building’s size, design and relationship to the neighboring buildings were entered.

The Commission found the single-family alteration to be in accordance with the character of the neighborhood. The Commission suggested the addition of windows along the left and right elevations and the planting of eight to ten foot ornamental trees at the corners of the residence.

On a motion by Commissioner Kuhlman seconded by Commissioner Drewko the Commission AGREED to approve the single family alteration at 516 South Fairview Avenue, Appearance Case Number SA-16-25, subject to the changes as shown in “Exhibits A and B”.

In making the motion, the Commission made findings based on the exhibits presented. The design of the proposed single-family alteration would be compatible with the existing house and neighborhood. Therefore, the Commission found that the proposed single-family alteration was designed in accordance with the standards, spirit, and purpose of the Urban Design Guidelines.

Vote on the motion was as follows:

4. Appearance Case Number SA-16-26: Single Family Alteration at 315 North Merrill Avenue

Lauran McGinty and Atul Karkhanis, Atul Karkhanis Architects, Ltd., submitted an application for a single family alteration at 315 North Merrill Avenue. The proposed alteration would consist of a second story addition to an existing one-story residence. Proposed materials include gray siding, stone, white trim and asphalt shingles.

Exhibits of the buildings size, design and relationship to the neighboring buildings were entered.

The Commission found the alteration to be in accordance with the character of the neighborhood. The Commission suggested amending the material transition at the porch and planting eight to ten foot tall ornamental trees.

On a motion by Commissioner Kuhlman, seconded by Commissioner Drewko, the Commission

AGREED to approve single-family alteration at 315 North Merrill Avenue, Appearance Case Number SA-16-26, subject to amending the porch material transition and planting eight to ten foot tall trees.

In making the motion, the Commission made findings based on the exhibits presented. The design of the proposed single-family alteration would be compatible with the existing house and neighborhood. Therefore, the Commission found that the proposed single-family alteration was designed in accordance with the standards, spirit, and purpose of the Urban Design Guidelines

5. Appearance Case Number SF-16-33: Single Family Residence at 210 North Home Avenue.

Daniel Czerniec, Barbara Flack and Zenon Wozny, ABD & Associates, submitted an application for a single-family residence at 210 North Home Avenue. The proposed residence would consist of a two-story residence a basement and a new detached garage. Proposed materials include gray siding, white trim, stone, and asphalt shingles.

Exhibits of the building’s size, design and relationship to the neighboring buildings were entered.

The Commission found the single-family residence to be in accordance with the character of the neighborhood. The Commission suggested the addition of a walk leading directly from the front entry of the residence to the public sidewalk and the planting of eight to ten foot ornamental trees at the corners of the residence.

On a motion by Commissioner Kuhlman, seconded by Commissioner Drewko, the Commission

AGREED to approve the single-family residence at 210 North Home Avenue, Appearance Case Number SF-16-33, subject to the addition of a walkway, and adding eight to ten foot ornamental trees at the corners of the residence.

In making the motion, the Commission found the residence to be in accordance with the character of the neighborhood. Therefore, the Commission found that the proposed single-family residence was designed in accordance with the standards, spirit, and purpose of the Urban Design Guidelines.

Vote on the motion was as follows:

7. Appearance Case Number GN-16-06: Garage Review at 315 North Merrill Avenue.

Lauren McGinty and Atul Karkhanis, Atul Karkhanis Architects, Ltd., submitted an application for a garage review at 315 North Merrill Avenue. The proposed detached garage would be over 15 feet in height. Proposed materials include gray siding, stone, white trim, and asphalt shingles.

Exhibits of the garage’s size, design and relationship to the residence were entered.

The Commission found the garage to be in accordance with the character of the residence.

On a motion by Commissioner Kuhlman, seconded by Commissioner Drewko, the Commission

AGREED to approve the garage review at 315 North Merrill Avenue, Appearance Case Number GN-16-07, as submitted.

In making the motion, the Commission found the garage to be in accordance with the character of the residence. Therefore, the Commission found that the proposed garage was designed in accordance with the standards, spirit, and purpose of the Urban Design Guidelines.

Vote on the motion was as follows:

8. Appearance Case Number GN-16-07: Garage Review at 210 North Home Avenue.

The Commission found the garage to be in accordance with the character of the residence.

On a motion by Commissioner Kuhlman, seconded by Commissioner Drewko, the Commission

AGREED to approve the garage review at 210 North Home Avenue, Appearance Case Number GN-16-07, as submitted.

In making the motion, the Commission found the garage to be in accordance with the character of the residence. Therefore, the Commission found that the proposed garage was designed in accordance with the standards, spirit, and purpose of the Urban Design Guidelines.

9. *Appearance Case Number SF-16-02: Landscape Review at 709 Edgemont Avenue.

Greg Brehm and Chris and Tracy Kurczaba, submitted an application for a landscape review at 709 Edgemont Avenue. The single-family residence was approved at the February, 2016 meeting subject to the resubmittal of the landscape plan.

Exhibits of the landscape’s design and relationship to the property and neighborhood were entered.

The Commission found the proposed landscape review to be in accordance with the character of the property and neighborhood.

On a motion by Commissioner Drewko, seconded by Commissioner Kuhlman the Commission

AGREED to approve the landscape review at 709 Edgemont Avenue, Appearance Case Number SF-16-02, as submitted.

In making the motion, the Commission made findings based on the exhibit presented. The design of the proposed landscape review would be in keeping with the character of the neighborhood and would be well coordinated with the property. Therefore, the Commission found that the proposed landscape review was designed in accordance with the standards, spirit, and purposed of the Urban Design guidelines.

Vote on the motion was as follows:

10. Appearance Case Number CI-16-07: Mixed-Use Building at 400 Talcott Road

Michi Mho and Bill Gold submitted an application for a Mixed-Use Building at 400 Talcott Road. The proposed mixed-use building would consist of a four-story building with commercial space on the ground floor and 22 residential units. Proposed materials include brick, aluminum siding, and stone trim.

Exhibits of the building’s size, design and relationship to the neighboring buildings were entered.

The Commission reviewed several elements of the proposal, including massing, materials, balcony details, roof details, entry area details and landscaping. They stated a more detailed landscape plan should be submitted.

Several residents provided comments about the project.

City Attorney Tappendorf provided an explanation of the process, background of the case, and additional legal information.

Commissioner Drewko stated she still had concerns about the proposal. The Commission discussed continuing the case until the next meeting when additional members would be present.

On a motion by Commissioner Norman, seconded by Commissioner Kuhlman, the Commission AGREED to continue the case to the next meeting.

D. OTHER BUSINESS

Pre-Application for a Multi-Family Residential Building at 515 Summit Avenue Neri Architects submitted a pre-application for a new four-unit multi-family residential development on the site. The Commission stated a banding element could be added to help break up the mass of the building. They stated more reveals could also be helpful. They reviewed details of the windows and proposed balconies. They also stated a good landscaping plan would be critical.

E. CITIZENS WISHING TO BE HEARD ON NON-APPEARANCE REVIEW CASES

There were no citizens wishing to be heard on non-agenda review cases.
